Minutes of the meeting held on 13th February 2017, Stirchley Community Church

Peter Walker took the chair and welcomed everyone to the meeting. The minutes of the meeting held on 9th January 2017 were circulated and agreed as a true record.
Matters arising
Tesco: it was noted that there has been no further activity on the site
CT Furniture   
Marianne Delaney outlined the activities of CT Furniture and Community Transport: the organisation collects unwanted furniture for resale and hires minibuses to community groups, with or without a driver. Any furniture donations must meet current standards for fire safety; they are unable to collect any furniture that does not meet these. There are many opportunities for volunteering and training is available for drivers who do not hold the relevant licence; Marianne was unable to say whether there was an upper age limit for volunteer drivers. In response to a question, Marianne explained that the organisation funds itself through furniture sales and by running passenger service contracts.   
Planning update   
Sandra Cooper, Forum Planning Officer, updated the meeting on a number of outstanding planning applications.
Maj Raj, corner of Pershore and Twyning Rd: application for hot food takeaway; SC submitted an objection on behalf of the Forum
Unit 5 Avery Dell, Lifford Lane: application to create a training facility for a gymnastics club relocating from Birmingham University
Aldi/Magnet site: no further news. The Forum made a submission requesting a contribution towards community facilities; this is not required as the site already has retail use
Stirchley Library   
Theresa Summerfield and Sandra Cooper shared the fantastic news that the library service is to remain in place for at least the next 12 months, although with opening hours reduced from 25 to 21 hours per week. The campaign to keep the Library open is building momentum, and a meeting on Saturday 11th February was well-attended with Cllr Ian Ward taking part in the discussion. Volunteer support will be essential to the library’s future and a Friends group is planned which will work with BCC and library staff. Anyone interested in getting involved can join up through the Save Stirchley Library facebook page. The next meeting is on March 11th, 10.30 am in Stirchley Community Church, all are welcome. The group are also putting together a survey to gauge community interest in the library: potential for volunteering, sharing skills and suggestions for new uses and activities.
The library building needs a new boiler and work to the roof which would allow use of the two upstairs rooms. Cllr Ward confirmed that BCC were unable to fully fund these repairs; he will pass on details of the costs. BCC is currently tied into Acivico for any building works but this may be open to change. A local resident questioned the nature of the relationship between any Friends group and BCC and suggested the city council would struggle to obtain funding. Sgt Andy Holder suggested the library may be able to benefit from the West Midlands Police and Crime Commissioner’s Active Citizens Fund.
Lidl update   
Martin from PSL Bowling thanked the community for their support in opposing the application from Lidl. PSL are looking to secure a new site, but will also continue to fight the planning committee’s decision, which Martin felt was a U-turn on the outcome of the previous meeting. PSL were particularly frustrated with the lack of communication from BCC. Mick Jones thanked Kerry Leslie for organising the protest outside PSL/Fitness First and showed photos of the event taken by local resident Fiona Cullinan.
Andy Foster, former Labour councillor and member of the planning committee, offered his perspective on what had taken place. He expressed his horror at the actions of the committee, and suggested planning officers had manipulated members to get the decision they wanted. Planning officers had recommended approval, and were motivated by a belief that Lidl would overturn a negative outcome on appeal. Andy was particularly appalled by the attitude of the transportation team, which did not challenge the creation of a supermarket entrance so close to an already awkward junction.   
Andy contacted a retired planning officer who confirmed the decision of a planning committee can only be overturned through judicial review, which is extremely expensive. A more affordable alternative would be to send the planning department a letter of intent to go to judicial review as “a shot across the bows” which may have some effect on the application. A solicitor would be required to do this, and PSL suggested this was a cost they would be willing to bear. It was noted that intent to lodge a judicial review must be registered within 6 weeks of the decision (9th February 2017). The Environmental Law Group has been assisting local opposition and has offered the services of a junior barrister pro-bono. There was general support for issuing a letter of intent.
Lidl has agreed £50,000 of 106 monies and it was suggested these could go towards library repairs although SC suspected BCC would already have plans for these.           
Policing update   
New police sergeant Andy Holder introduced himself and congratulated the Forum on holding such a well turned out community meeting.
Although burglary has fallen there has been an increase in vehicle crime: Sgt Holder reminded residents to remove all valuables from cars and to check doors were locked manually. With spring coming he recommended fixing broken fence panels and planting along boundaries to protect against opportunistic burglary. Following reports of ASB by youths playing “knock door run” police will visit local schools. Sgt Holder advised against giving money to apparently homeless people as many were professional beggars; instead he recommended giving to food banks or other charities.
WMP have introduced a new two way communications system, West Midlands Now, which imparts information and enables users to report crime anonymously. PW noted a problem with the system: it is not possible to forward information without sharing personal email addresses. Sgt Holder acknowledged the issue and explained the system was still being developed following a soft launch. Sgt Holder confirmed crimes should be reported via 101, or 999 if the crime is in action or a person is at risk; he is aware of the issues with 101 but added 60 officers have been transferred to the West Midlands which should reduce crime and therefore pressure on the system. In response to a question about the recent spate of graffiti in the area, Sgt Holder explained WMP had to prioritise resources but would work to identify landowners to remove graffiti and with schools to reduce the incidence. He reminded residents that fear of crime was generally far worse than the actuality.           
AOB   
Forum funding: PW thanked local councillors for the Forum’s annual grant of £700
Stirchley Hour on twitter: this was a regular Wednesday night slot from 8 until 9 pm; it is hoped this can be relaunched as #StirchleyHour to eliminate the need for a host
River Rea route: following a successful funding application, Su Jones announced plans to work with the park ranger and Wildlife Trust to improve this open space. She also expressed her concern that with so many community groups in Stirchley, without better communication they may end up bidding against one other for grants. 
Christmas Lights funding: £73 has been raised so far; the target is £1000

Due to the large number of people wishing to attend, the meeting was moved into the main hall. Peter Walker took the chair and welcomed everyone to the meeting. The minutes of the meeting held on 13th February 2017 were circulated and agreed as a true record.
Stirchley Baths Memory Café    
Louise Deakin announced the launch of a monthly “memory café” in Stirchley Baths for people living with dementia, and their families or carers. Each month will have a different theme, and participants will explore the history of the Baths and reminisce, prompted by objects and craft activities. The sessions are free to attend and begin on April 24th with a “swimming” theme. The project will be funded through the Heritage Lottery grant for the first 5 sessions, after this the project will be reviewed and a decision made about its continuation. LD invited volunteers to take part; training in dementia awareness will be provided.
Cllr Locke expressed her support for the project.
Policing update   
Sgt Andy Holder reported an ongoing issue of ASB involving a group of teenagers; WMP will work with partner agencies to encourage more constructive activities.
Following 7 break-ins at the park keeper’s hut in Bournville Park, police have caught the group of youths that were using it for drugs. 
Vehicle crime continues to rise; theft of number plates is a particular problem. The mobile police station may be dispatched to distribute anti-theft screws and anti-burglary packs.
Police are often involved in locating missing people with dementia; Sgt Holder suggested PCSOs should attend the Memory Café and talk to families as people with dementia often return to a familiar place from their past. LD welcomed the proposal.
Travellers: BCC have served notice on the travellers on the Arvin Meritor site; a local resident reported ¾ have already left. Concerns were expressed that travellers will simply return to sites unless security is improved. Sgt Holder explained landowners are responsible for the security of their own sites; police will contact them when travellers move onto their land, but their presence is not a police matter. In response to a local resident’s question about criminal damage when accessing sites, Sgt Holder explained it was not practical to identify the culprit when a number of caravans were involved.
Graffiti: a local resident questioned progress on tackling the recent spate of graffiti: Sgt Holder responded that police must prioritise resources and currently the ASB involving teenagers is a high priority as one of them is reported to be carrying a knife. Police will however continue to work with schools to identify perpetrators. 
ASB: Sgt Holder recommended residents report ASB via 101 or the ASB hotline run by BCC; there may be no immediate response but all information is logged. More staff are being recruited to improve the 101 service. Cllr Sealey suggested people were failing to report crimes because of their frustration with delays; Sgt Holder accepted there was an issue but reiterated the need for all incidents to be logged for intelligence-led policing to be effective. Trail bikes were reported in the Newlands Rd area.    
Planning update   
Sandra Cooper, Forum Planning Officer, updated the meeting on current planning issues.
Maj Raj: application for hot food takeaway has been refused again.
1397 Pershore Rd: application by a local resident to open a café in a retail unit with opening hours of 7.30 am to 5.00 pm, closed on Sundays. SC commented on the lack of information on the application and suggested it was an unfortunate choice of unit as it required a change of use from A1 to A3 which the Forum generally opposes. SC will carry out further research. Comments must be submitted by April 1st.   
Pcafé: an application has been submitted for a premises licence. SC noted the café is still operating on a temporary permission and will have to submit an application for change of use in due course.
In response to the suggestion there were too many shops offering the same service on the high street, SC explained BCC have no control over what type of shop opens up in a unit with permission for retail use.
Tesco site options   
Tesco’s withdrawal from Stirchley presents the local community with an opportunity to make representations to BCC with their ambitions for the site. Cllr Sealey is holding a public meeting on Monday 20th March, 7.30 pm in Stirchley Community Church to discuss future options for the site with BCC Planning and Regeneration. It was reported that an offer of £50,000 to bring the site into community ownership had already been declined. Cllr Sealey suggested a single developer was most likely to acquire the site for a mixed use development.
SC advised some retail use would be required as the site is in the retail core. The floor was then opened up to suggestions from local residents:
?   A smaller retail complex with units such as Poundland and more car parking
?   Affordable housing; it was noted that additional homes would increase pressure on local services
?   A more aspirational retail offer such as Waitrose
?   A full community consultation was proposed which would address wider issues such as east west connections across the site and the creation of a new public space. The possibility of carrying out a “Planning for Real” exercise was discussed.
A lot of frustration and anger was expressed towards Tesco, with some residents suggesting they should be held to account for the mess that Stirchley has been left in: there was widespread support for improvements to the hoardings and site security to prevent further fly tipping. 
Several people wanted to see Hazelwell Road reopened, at least as a public footpath.
106 contributions: £170,000 remain to be spent on public realm improvements within sight of the Tesco site. A public meeting is being held on Tuesday 21st March at 7.15 pm in Stirchley United Working Men’s Club to discuss the setting up of a Stirchley Town Team which will oversee the spending of the 106 monies.     
Friends of Stirchley Library   
Theresa Summerfield explained this replaces the Save Stirchley Library campaign group and invited local residents to sign up: volunteers will be essential if the Library is to remain open beyond the next 12 months.
AOB   
Stirchley Baths café: a local resident noted the Forum is still awaiting a response from Jacqui Kennedy (BCC) about the tenure of Change Kitchen; this was raised in the June 2016 meeting.
Stirchley Baths book club: some disquiet was expressed at the opening of a book club in the Baths rather than the library; a Stirchley Baths volunteer suggested this was due to a lack of availability of a room in the Library or elsewhere in the local area on a Wednesday

Ten Acres nature reserve    
Su Jones (Stirchley Community Group) announced plans to improve the green corridor along the Rea between Cartland Rd and Dogpool Lane. Working with the Birmingham and Black Country Wildlife Trust there are plans to open up the banks by taking back the brambles, prune and pollard the fruit trees, replant with more appropriate plants such as alder and install new picnic benches. There is no Japanese knotweed on the site. Increasing use of the footpath to the west of the Rea would discourage fly tipping. Crime is generally not a problem, although there have been some rough sleepers near the bridge. Building work on the St Andrew’s site is currently deterring waterfowl. Mill races once ran across the site and desilting areas could create a landscape attractive to wetland birds. Rubbish blowing onto the site from the Bookers car park remains an issue: Bookers staff intermittently litter pick and mesh has now been installed along the boundary.  The site is prone to flooding which reduces options for improving the footpath as surface material will be washed away.
The group are holding a “Bio Blitz” on 26th April at 7 pm – volunteers are needed to litter pick and identify plants.  Park rangers will provide gloves and litter pickers.
Planning update   
Sandra Cooper, Forum Planning Officer, updated the meeting on current planning issues.
1397 Pershore Rd: following discussion at last month’s meeting, the Forum has neither supported nor objected to the application, but has commented on the need to improve disabled access.
Vacant lot opposite Friends’ Meeting House: BCC have put the site up for sale at auction with a guide price of £30K. The site has no previous building history or planning permission and was once proposed as a community orchard.
Tesco site: no further developments with the sale of the land. Cllr Sealey has spoken to Tesco about reopening a pedestrian route across the site but was informed this was not possible due to the location of services. Tesco have undertaken to obtain quotes for reducing the spoil mounds in height. Contractors are being sent back to check on the work to remove knotweed. Cllr Sealey will forward any incidences of fly tipping to Tesco. There was some confusion about the status of Hazelwell Lane, as it was generally understood this is no longer a public highway but is still lit by BCC street lighting and motorists have reported being fined for parking on the double yellow lines. 
Lidl: SC explained the planning decision had been overturned because BCC had failed to consider their own policy relating to sports and recreation. The associated planning application to relocate the electricity substation remains on hold. SC confirmed Lidl could resubmit their application.
Aldi: no decision has been made yet. 
Listed buildings:  in response to the suggestion that the community should try to get more local buildings listed, SC suggested it was sometimes better to leave them overlooked, as she has experience of a proposal to list a building precipitating its hasty demolition. Registering locally significant buildings as an “asset of community value” was proposed; SC explained neighbourhood forums in Birmingham were not the correct legal entity to do this. SC added it was a convoluted process for which funding was no longer available. A meeting to explore options could be arranged if enough people were interested; SC also suggested an evaluation of local buildings might be useful.
Policing update   
Sgt Andy Holder updated the Forum on local policing issues.
101 system: improvements continue to be made, including the recruitment of additional staff. Sgt Holder also encouraged use of the police website for signposting, which includes BCC services.
Vehicle crime: Stirchley remains a hotspot and Sgt Holder reminded residents to remove valuables and manually check doors are locked.
Shoplifting: a prolific shoplifter who has targeted Farmfoods and the Coop has been arrested and referred to SOBER to address their substance abuse issues.   
ASB teen group: police are speaking to their parents and will make long term referrals to support agencies where appropriate.
Untaxed vehicle: a car parked on Mary Vale Road by Bournville Station has been seized.
Mobile police station: this will be out in the community providing crime prevention advice and measures such as shed alarms; more details on twitter. Sgt Holder responded positively to a request for the mobile station to visit elderly residents of care homes in Pit Leasow Close. 
Enterprise car hire: parking on the pavement continues to cause problems for pedestrians. Sgt Holder confirmed this was a police matter but explained it was low priority. Possible solutions were a joint visit with BCC, or ultimately bollards.
Brothels: police are aware of these and make regular visits.
Rush trampoline park: Sgt Holder explained Rush had bought the adjacent premises with a view to creating additional parking but this has been refused by BCC. It was suggested a future application might be more successful if accompanied by an undertaking to fund a new pedestrian crossing. Sgt Holder acknowledged Rush were working with police and taking measures to address the traffic problems, such as security staff at busy times.
Quad bikes: these are a continuous problem in the local area, but are not a recordable crime. 
Stirchley Park: following the theft of two trees and damage to the noticeboard, the Friends of Stirchley Park questioned whether this area was regularly patrolled by police. Sgt Holder confirmed it was, but explained there were now only 3 PCs and 3 PCSOs to cover the whole of Bournville ward.
Traffic: fortnightly speed checks will be introduced shortly; volunteers are required for a community speedwatch. Motorists continue to drive the wrong way up Hazelwell Street; Sgt Holder stated this was an issue for highways. The difficulty in reaching the community church was raised, as there are no pedestrian crossings on the gyratory.

Matters arising    
River Rea Bio Blitz: contrary to expectations this was in fact a session led by park ranger Alf Dimmock to identify species present along the Rea, and not a clean-up. A local resident suggested creating an orienteering course for use by local schools; this could be funded through the Local Innovation Fund.
Policing update   
Sgt Andy Holder updated the meeting on current policing issues.
Enterprise car hire: police have visited and will start issuing tickets if the situation doesn’t improve. Feedback suggested obstructive parking has in fact worsened. Bollards have been discussed but were rejected by BCC highways 3 years ago; funding is currently unavailable. A local resident reported using twitter to resolve an incident of inconsiderate parking elsewhere, and proposed using a similar strategy for the Enterprise site. 
Pit Leasow Close: in response to requests, PCSO Sal Stor has called in on local residents; a visit from the mobile police station is also planned. 
West Midlands Now: a new police communications initiative will be launched later this month.
Motorbike thefts: following a recent spate, owners were advised to immobilise bikes with chains.
Rush trampoline park: the access road is private land so police are unable to enforce the double red lines. Double red lines on Lifford Lane are enforced by BCC and not WM Police.
101 service: Sgt Holder confirmed 30 police officers have been recruited to the 101 service. In response to criticisms, he explained some were not fit to be deployed operationally and as police officers are unable to strike, unlike civilian support staff, their use increases service resilience. Cllr Locke raised the issue of pay differentials for staff performing the same roles.
999 should only be used if a life is at risk or a crime is in action.
Cotteridge Park: a group of youths responsible for starting fires have been identified and appropriate action taken; WM Police have requested regular patrols from WM Fire.
Travellers: on behalf of the residents of Hazelwell Estate, Forum committee member Dave Jee thanked police for their actions in moving on the travellers. Another resident suggested travellers should be bound by citywide rules limiting dog walkers to 4 dogs; Sgt Holder explained police had to prioritise which laws to enforce.   
Fitness First update   
Steve and Abi Rowland (general manager and personal trainer) updated the Forum on the situation with Fitness First. They thanked the local community for their support but announced the landlord had served notice and the gym would be closing on 31st May. Lidl are going ahead with their purchase of the site; the closure of the gym and bowling alley removes one obstacle to obtaining a new planning permission. Despite being one of their most profitable gyms, Fitness First has no plans to relocate locally. Steve and Abi are looking to open their own premises in the area; any suggestions for locations or funding opportunities would be welcomed. Steve and Abi were unaware as to how the gym equipment would be disposed of.
A local resident questioned whether a future 106 contribution from Lidl could be used to replace the facility; Forum planning officer Sandra Cooper explained local councillors make decisions about 106 spending but thought it was worth exploring. SC also suggested Lidl may offer a larger 106 contribution when reapplying or propose a non-standard store with a first floor gym. Local residents could continue to oppose Lidl by objecting to future planning applications. PW has invited the CEO of Lidl to a Forum meeting but is still awaiting a response.
Planning update   
Sandra Cooper, Forum Planning Officer, updated the meeting on current planning issues.
Kwiksave: it was reported that this has now been sold by Tesco.
1397 Pershore Rd: planning permission has been granted for a café with opening hours of 7.30 am to 11.30 pm despite the application only requesting 5.30 pm. SC expressed her disappointment that any future business could operate within these hours without requiring a further application.
Vacant lot opposite Friends Meeting House: this has been sold at auction.
Tesco: Savills are marketing the site as 6 separate lots. One of these is the former reclamation yard which Stirchley Community Church has previously expressed an interest in buying.
1377 Pershore Rd:  this has permission for conversion to a dentists’ surgery but appears to be in the process of redevelopment as a restaurant. SC has tried to contact planning. Susan MacLean (Stirchley the Way Forward) has spoken with the new owner, Alicia’s Bakery, and they have stated all necessary permissions are in place. As the permission for a dentists’ surgery was never executed, the previous use of hot food takeaway remains valid. The owner is happy to talk to local residents.

Goodbyes: Lee Whitmore is leaving Stirchley Community Church to take on his own parish in Sheffield. PW thanked Lee for all his hard work and wished him well in his new venture.
Stirchley Library: there are no plans to close the library at the moment but volunteers will be a key part of any future plans. A Friends of Stirchley Library group is being set up, the next meeting will be in June: look on their Facebook page for more details.
Stirchley Jigsaw Club: Cllr Locke endorsed this new club which meets in Stirchley Library every Thursday from 10.00 am until 12.00 pm. 
Vegan Fair: a local resident commented it was good to see the Baths being used for such a popular event and asked whether more were planned. SC explained an external organisation had hired the whole building. Future events include knitting in July and a heritage open day in September.
27 bus: a Conservative newsletter mentioned a consultation on the rerouting of this service away from Bond St. Neither SC nor PW were aware of this; PW suggested inviting someone from National Express to a Forum meeting.
Bournville Lane: roadworks near the bridge continue to cause problems for motorists.

Peter Walker took the chair and welcomed everyone to the meeting. The minutes of the meeting held on 8th May 2017 were circulated and agreed as a true record.
Matters arising    
No. 27 bus route: Centro are planning a city-wide consultation and review of all National Express bus routes; details will be available on their website. No representative of National Express was available to attend the meeting. Cllr Huxtable noted that prior to the last consultation, the 27 bus ran 4 times an hour; following the review this was reduced to 3 buses an hour to increase punctuality. Sandra Cooper, Forum Planning Officer, encouraged residents to comment on the service; the Forum will pass on details of the consultation. 
Policing update   
PC Paul Rimell reported a large increase in vehicle crime, in particular thefts from vehicles and thefts of smaller motorbikes/scooters; owners were urged to immobilise bikes with chains.
Warrants have been executed for dangerous dogs and a cannabis factory in Selly Park.
The continuing high terror threat level means police resources are stretched. 
Neighbourhood Watch: anyone interested in becoming a Watch Co-ordinator should get in touch.
West Midlands Now: several residents have already signed up; PC Rimell encouraged more to do so.
Victoria Rd: PC Rimell was unaware of the incident that had required police cars, vans and a minibus to attend; he will feedback if appropriate.   
Mobile drug dealing: a local resident reported a black Mercedes and red Ford KA dealing drugs around Bournville Lane. PC Rimell requested the registration numbers to run checks; details will be passed on to police intelligence and a warrant issued if required. 
Abandoned vehicles: a number of residents from across Stirchley reported abandoned cars on their streets. PC Rimell explained that if taxed, no action can be taken; uninsured vehicles can be removed.
Fordhouse Lane crash: PC Rimell declined to comment on the culprits or ownership of the car. 
Roadside car maintenance: following reports of a temporary spray tent being erected over a camper van on Charlotte Rd, PC Rimell confirmed that unroadworthy vehicles should not be parked on the public highway.   
Planning update      
Sandra Cooper, Forum Planning Officer, updated the meeting on current planning issues.
Fitness First: demolition is planned to start on June 26th. Permission is not required to demolish, but Lidl has submitted an application for Prior Approval which means residents can comment on the method of demolition and the restoration of the site afterwards. SC suggested raising the risks to local residents and waterways from contamination by harmful substances released during demolition; the existence of an asbestos survey was questioned. In addition to clearing and levelling the site, restoration of the site as parkland was proposed, as was artwork for the perimeter of the site, which may lay vacant for up to 12 months. Protection from fly tipping was also considered important. SC reminded the meeting that demolition does not guarantee approval for the Lidl store. Those opposing the supermarket could put pressure on Lidl to incorporate some leisure/sports uses into the development; evidence of the loss of leisure facilities from the local area would support this. Another resident suggested there was support for a second supermarket in Stirchley, and that many people would rather see a Lidl than another empty plot. SC countered that a balance needed to be found between a swift replacement and a more appropriate development incorporating leisure facilities. SC has expressed her frustration to the area planning officer that the Forum is not contacted as a consultee.
Aldi: no decision has been made. BCC is obliged to determine planning applications within 13 weeks; Lidl could refer it to the Planning Inspectorate. SC suggested the delay is due to BCC Planning working hard to ensure the right decision is made this time. PW has contacted the land agent who confirmed they are still very keen to develop the Magnet site. There was some confusion as Sue MacLean of Stirchley the Way Forward reported having spoken to the Magnet manager who stated they have no plans to relocate. Given the number of proposed developments along the high street under consideration, Cllr Huxtable has proposed a wider transport assessment to BCC Planning.
Kwiksave: no one was able to confirm whether the site has been sold; all 6 lots (including Kwiksave) are still being advertised online.
Arvin Meritor site: planning consultants Plan It are coming to the July Forum meeting to discuss the proposed residential development of the site. A site plan was displayed and it was noted that the development did not include a play area although this had been requested at the original consultation. It was also not possible to determine the river boundary treatment. SC reported that nearly all the affordable housing element had been lost. A further consultation event is being held tomorrow at the Cadbury Club from 3 – 7.30 pm; SC encouraged residents to attend.
Leahouse Rd/Pershore Rd: plans to convert the former Wolsey sausage factory into a nursery appear to have stalled. 
Limes Care Home, Cartland Rd: this has now closed; there is no indication of any future use.
St Andrews Healthcare: local residents raised concerns about plans to expand the facility; SC reported no new planning applications had been submitted. It was noted that St Andrews used to send a representative to Forum meetings.
AOB
Late Summer Bash: the Forum are still looking for a children’s entertainer; the magician from the Stirchley fete was suggested. PW asked for volunteers to deliver leaflets. 
Bournville Lane low bridge signpost: this has been leaning over since October 2016 and is now surrounded by Amey barriers which cause an obstruction to pedestrians. A local resident questioned why this was taking so long to remove/repair. Cllr Huxtable explained that Amey have a duty to make safe signage but not to maintain signage put up outside their BCC contract; he will raise the issue with the relevant BCC department.     
Bournville Lane HMOs: the abundance of lettings signs continues to irritate local residents. Cllr Huxtable explained that as long as one room remained available in an HMO, a sign could stay up. 
Graffiti on Bournville Lane bridge: Network Rail will remove graffiti within 24 hrs if offensive; otherwise it is a low priority.

Matters arising    
No. 27 bus route: PW read out a response to his enquiry. There are no plans to change the service and National Express requested users to report specific details of any late buses.
Bournville Lane: Cllr Huxtable reported the low bridge sign had been removed and the pavement made safe; the potholes will be assessed on the next routine safety inspection at the end of June.
Arvin Meritor Site    
John Williams (PlanIT) and Claire Garrett (Taylor Wimpey) presented the latest plans for the former Arvin Meritor site; these included indicative 3D images of various house types. CG reported the plans had been received positively at a consultation event on 13th June. A full planning application has been submitted to BCC. Revelan obtained outline permission in Nov 2016 which established the principle of developing up to 101 homes on the site. CG explained the current application focuses on the layout and appearance of the houses and the site landscaping. The site will provide: 12 no. 1-bed and 6 no. 2-bed flats in 2 no. 3 storey blocks overlooking the Rea; 26 no. 2-bed, 40 no. 3-bed and 11 no. 4-bed homes. Most houses will be 2 storeys; some of the 3-bed homes will be 2.5 storeys. The homes will be built with bricks and tiles that match the surroundings.
All carparking will be off street with 2 spaces per house and 1 per flat. The application includes 6 garages but BCC may turn these down. The road layout within the site has been designed to deter ASB, with a break to avoid the creation of a loop; a pedestrian link along the southern site boundary bridges this gap. There will be pedestrian access to the Pershore Rd via Mayfield Rd; this will also give emergency access. The transport proposal was approved in the previous outline application. 
The landscaping proposal includes a SUD system for surface water drainage with a pond to hold excess water. This lies in the strip of land adjacent to the Rea which will be planted as meadow with some trees. JW explained that previous problems with flooding would have been exacerbated by the large area of hardstanding; the SUD system will control the rate at which water enters the Rea.
A gap in the boundary fence will create an informal link with the Rea; the possibility of a connection to NCR5 is being explored. The orientation of the properties to the east of the site will ensure natural surveillance of this public outdoor space. Houses at the edge of the site will have no windows overlooking neighbouring properties. Planting along the western site boundary will obscure the rear of Pershore Rd shops. The development will generate a £582,000 Community Infrastructure Levy plus an additional new homes bonus payment.
JW and CG then opened the floor to questions. The development will take 2½ years to complete; Taylor Wimpey plan to start work at the end of 2017.  Any new street names would likely be decided by either BCC or the Post Office. Sandra Cooper offered the Stirchley History Group’s input; if this is not possible JW suggested they may be invited to assist in naming the apartment buildings.
Referencing the fire at Grenfell Tower a local resident sought assurances that the new homes would meet all current building regulations. JW explained none of the buildings had cladding and that the communal stairways in the apartment buildings were 60-minute fire rated while the apartments themselves were 30-minute fire rated. The apartment buildings have dry risers rather than sprinklers, in accordance with current regulations. Cllr Sealey suggested it might be better to fit sprinklers now rather than wait until regulations are changed.
In response to a request for local apprentices, JW stated Taylor Wimpey operates both an apprentice and graduate training scheme. Another resident was concerned about the access to the site from Fordhouse Lane and questioned whether this was to be improved. JW explained this was not possible as the entrance was beyond the site boundary, and shared with Lifford House. The existing gates to the site, which are locked at night, will be removed.
The large area of car parking raised some concerns with suggestions this may cause flooding: rainwater will be collected via storm water gulleys and fed into the SUD system. Residents will pay a service charge to a management company to maintain communal open spaces. The cycle route will not be affected.
It was confirmed that there would be no affordable, shared ownership, rented or social housing on the site; all the properties will be market sale. JW understood there would be a first-time buyers incentive. Several residents expressed their disappointment at the lack of affordable homes; Cllr Huxtable explained Revelan had demonstrated the costs associated with redeveloping the site precluded any social or affordable element. Cllr Sealey sought assurances that the development would go ahead; JW explained Taylor Wimpey were committed to building a certain number of homes in the region and that the Arvin Meritor site was accounted for in next year’s figures. CG confirmed Revelan still own the site and the sale to Taylor Wimpey is dependent on obtaining planning permission. Taylor Wimpey have no ambitions to develop the Tesco site.
There were concerns that the Mayfield Rd entrance will allow access by youths on motorbikes; SC advised consulting West Midlands Police. Cllr Sealey suggested a gate would be more effective than the proposed bollards. The larger roads will be adopted by BCC. Cllr Huxtable explained that adoption was dependent on roads meeting BCC standards and a 25-year maintenance payment. One resident commended the outlook onto the Rea but suggested Taylor Wimpey had missed an opportunity to create lower speed living streets. SC expressed her disappointment with the design, suggesting there was no detail on the houses relating them to Stirchley.
The development’s green credentials were challenged, in particular the absence of any energy generation on site. Taylor Wimpey address this through a fabric first approach but would install PV if a requirement of planning. BCC have not insisted on Lifetime Homes standards although most houses have a downstairs WC that could be converted into a wetroom and some joists are sized to take a hoist.
In response to concerns about construction noise, JW stated Taylor Wimpey would have to submit a construction method statement setting out working hours; there will also be vibration monitoring around the site. The height of the 2.5 storey houses was questioned by an Ivy Rd resident concerned about the impact on their property; JW suggested this would be a little taller than a 2-storey house.

333 Fordhouse Lane: application to build a 4-bed house on a vacant plot. SC raised concerns about parking and the potential for it to become a 6/7-bed HMO. Comments must be submitted by 10/08.   
56 Bournville Lane: application to create a 5-bed HMO. SC inclined to object on behalf of the Forum. PW suggested local residents should also submit an objection.
1260 Pershore Rd: Maj Raj have once again applied for a hot food takeaway.
1272 Pershore Rd: application to create 3 parking spaces to the rear. Concerned that the driveway access is very narrow with poor visibility. Would also obstruct disabled access opening onto alley.
1547 Pershore Rd: application to convert retail to hot food takeaway; previously granted in 2008.
1375/7 Pershore Rd: development of a BBQ area to the rear of a hot food takeaway; no application has been submitted though a local resident has reported it. SC raised the issue of permitted development which allows small businesses to operate for 2/3 years without planning permission.

Late Summer Bash: PW asked for volunteers to deliver leaflets. 
Stirchley Baths: Big Stitch Project to recreate a mural from the Baths in tapestry. Free drop-in sessions with artist Tina Francis.
Cartland Rd: a resident reported overgrown trees reducing visibility on the junction with Pershore Rd. Cllr Huxtable suggested the trees were on land maintained by BCC Parks.
Camera on Pershore Rd: the short-lived presence of a CCTV type camera on a pole was questioned.
Stirchley Park: there was a report of littering by young people attending a National Citizens Service weekend at Stirchley Baths. On a more positive note Brian Sheridan, Chair of the Friends of Stirchley Park, reported the same group had joined in a community rounders match the day before and made it a great success.
BCC Early Years Health and Wellbeing Consultation: this includes a proposal to close the Reameadow Children’s Centre.
