Art mural in Stirchley

Hope someone could advise me.
Im a local artist who's currently very keen on creating a mural(s) on the streets of Stirchley. I feel Stirchley needs a bit of colour and creativity on its streets to counteract the eyesores of the numerous boarded up shops as well as the billboards blights.

Does anyone know what kind of planning permission I need (if any) before I carry this out? And how I would go about getting this?

I already have my eye on one site in a prominent location. The owner of the house where the fence backs up to, has partially agreed to this once they see a rough design of the mural, and once planning permission is granted.
