2018/00827/PA 1403-1407 Pershore Road (corner Mary Vale Road)

Demolition of 3 shops to be replaced with 1 retail unit and 42 'student studio flats' over 4 floors in total. No parking provided.
Local developer who seems to have owned site since at least 2008.

Initial comments – over intensive development not in compliance with BCC's current residential and commercial policies
Building higher than adjacent buildings which adversely affects the visual appearance of both frontages
Residential units are small with no disabled access or provision for older people.
There is only one set of stairs for potentially more than 42 residents which exits through a narrow passage onto Pershore Road – in other direction it exits into a small enclosed garden area

Four large refuse bins are to be stored within the building with access directly onto the pavement on Pershore Road
BCC asked for a Noise Assessment to be carried out which was caried out for 3 hours between 10am and 1pm on a Monday morning with a probe attached to a window on Pershore Road.

This concluded that upgraded double glazing would be required on all windows near Pershore Road with no vents fitted but extractor fans.
An opportunity could be taken to provide rear access/driveway off Maryvale Road to other properties thus giving a planning gain.
Layout of 'retail space' suggests restaurant use. (Windows, toilets, outside storage, etc)
There is no justification for the development given. Why was that size and design of retail unit chosen?
What is the evidence for a need for this type development in the immediate area?
Why studios rather than apartments with access for disabled or older people who are likely to welcome living near amenities

Something needs to be done to that run down building but it needs to be in keeping with the area.  I share your concerns about the plans.  The flats sound like a fire trap.  The rooms look tiny.

I understand that developers want to make money but there has to be a balance between people and profit.

42 flats??? Looks like at least two floors too many to be in keeping with the surrounding buildings. And hasn't the Uni built a load more student accommodation? Plus Selly Oak is over-run with student lets and the streets are always messy. AND no parking?

Just seems ridiculous on so many fronts.
